We hereby announce that the organizational restructuring described below will be implemented effective April 1, 2026.

Background of the Organizational Restructuring
|
In recent years, attacks exploiting vulnerabilities have been increasing. In particular, attacks such as N-day attacks have become faster and broader in scale, while the number of threat actors exploiting vulnerabilities has also increased. As a result, the time between vulnerability disclosure or alerts and the occurrence of actual damage has become extremely short. In light of this situation, we believe it is necessary to provide information as quickly as possible and to strengthen support for prompt detection and containment after a compromise.

Purpose of the Organizational Restructuring
|
By reducing the coordination costs associated with interdepartmental collaboration, we aim to improve the speed of decision-making and response, and to develop an organization capable of providing one-stop support from the collection and sharing of information to incident response assistance.

3.

Details of the Organizational Restructuring
|
The Early Warning Group (EW) is currently responsible for issuing alerts and other information, conducting information-sharing activities, and coordinating vulnerabilities. The Incident Response Group (IR) currently handles incident response support, takedown activities, coordination tasks such as notifying affected organizations, and analytical work. These two groups will be integrated into the Cyber Security Coordination Group (CC).

This restructuring is not expected to result in any major changes to communications or to cause any significant inconvenience. However, your understanding would be appreciated should any minor adjustments arise.
We will continue to respond to consultations and requests across all industries, sectors, and types of incidents. This initiative is part of our ongoing efforts to enhance our services, and your continued understanding is greatly appreciated.
